The Trust is controlled by a body of 27 Trustees, and is run on behalf of the Trustees by the Director, Mrs D J Dance, supported by four staff. Mrs Dance is employed by Trustees to run the Trust, with the Trustees' role being to decide policy. The Director implements policy on a day-to-day basis, reporting regularly to Trustees via Committee meetings as set. Trustees' advice is sought, and readily given, as required.

Trustees meet in full committee four times a year. In addition, the Trustees are advised by committees/sub-committees overseeing the main areas of Trust activity. Committees/sub-committees have delegated authority to act in the Trust's interests. Each committee is chaired by a Trustee, and is composed of Trustees, professional advisors and invited external members with relevant expertise. All Committees meet four times a year, plus additional meetings as required, with meetings timed so that minutes, reports and recommendations can be considered at the quarterly Trustees' Meetings.

The Finance & Executive Committee oversees the Trust's financial responsibilities, including income, expenditure and budgeting, has oversight of staffing matters and makes recommendations to Trustees on general policy matters.

The Land Committee oversees the management of Trust land and properties, including financial matters concerning land / property.

The Castle Committee oversees the Trust's ongoing interests in Oxford Castle Unlocked and the Castleyard
